HOI4 doesn't simulate overextension, but the British Empire was at that point and Mosley knew it. In his mind the British Empire was at its zenith no efforts could be undertaken to expand the Empire because the Empire was fragile enough at it is. There is little to no chance of Mosley calling for further war, especially against European nations. Except Mosley didn't support war - he was arrested in 1940 for being an avid supporter of appeasement and peace.
